Overview
MSH is implementing the Technical Support Services Project (TSSP), a 5-year (2016-2021) project funded by United States President’s Emergency Plan For AIDS Relief (PEPFAR) through the Centres for Disease Control and Prevention (CDC). The project aims at provides technical assistance to the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) and institutions under the Ministry in the following technical areas, Monitoring and Evaluation; Health Information Systems; Quality Assurance and improvement and; Human Resources for Health. The project aims to effectively lead and manage the HIV/AIDS response and sustain health systems to achieve and maintain epidemic control at all levels of health service delivery in the country.
Under the leadership of the Senior HRH Advisor, the Technical Coordinator/HRH Specialist will be responsible for providing technical guidance and support to the MOHCDGEC and prioritized PHIs in HRH interventions supported by TSSP. Initially, s/he will support implementation of the Task Sharing Policy Guidelines (TSPG); implementation of related TSPG Monitoring and Evaluation (M&E) systems, analysis and dissemination HR Information Management Systems (HRIS), building the capacity of health sector staff in Government of Tanzania processes of recruitment, allocation, retention and productivity management of HRH.
Further, TSSP being the major MoHCDGEC Task sharing implementing partner, the proposed position will oversee implementation of the distance/online learning at the MoH Centre for Distance Education (CDE) to ensure at least 25% of HCWs practicing task sharing are enrolled in the certification program for professional development focused on HIV/AIDS service delivery. To achieve this milestone, recruited official will be responsible for tracking the implementation of the e-learning and advocacy strategies to ensure lower and mid-level health workers are trained to perform task sharing activities.
Specific Responsibilities
Under the guidance of the HRH advisor, and working in close collaboration with other project staff, the Technical Coordinator/HRH Specialist will:
1. Support the implementation and monitoring of the distance/online training at the MoH Centre for Distance Education (CDE) aimed to enable lower and mid-level health workers build their capacity to practice task sharing activities
2. Provide assistance in HRH data collection and analysis related to recruitment, deployment and retention of HRH in priority areas
3. Support operational research to monitor implementation and compliance of Task sharing practices in the Health Facilities
4. Support HRH training, coaching & mentoring activities including the development of task sharing promotional materials,
5. Support organization of meetings, workshops, and assist in the planning and delivery of HRH training programs, meetings and workshops.
6. Assist in documentation and report sharing of success stories and best practices of TSSP nterventions.

Qualifications and Experience
• Bachelor’ degree in Human Resources Management, Health Management or related social science field
• Two (2) years’ experience providing technical assistance to government agencies in developing and strengthening Human Resources for Health in Tanzania experience with elaboration and implementation of HR policies and guiding documents.
• Experience developing and/or implementing monitoring and evaluation systems to support HRH programs
• Experience designing and/or implementing HRH capacity building programs and logistics
• Experience developing or implementing continuous professional development systems for HCW is an added advantage
• Knowledge of the Tanzania health systems and structures for the provision of HIV/AIDS services
• Strong interpersonal, verbal and written communications, teamwork and partnering abilities.
• Demonstrated computer skills in MS Office Suite applications, including Word, Excel, and Access.
• Fluency in oral and written English and Swahili is required.
