Job Title: Regional Grants, Compliance and Risk Management Manager - East Africa
Overall purpose of the role
The Danish Refugee Council (DRC) has been providing relief and development services in the East Africa and Great Lakes since 1997. The regional office is based in Nairobi with country programmes in Somalia, Kenya, Ethiopia, Uganda, Tanzania, Djibouti, South Sudan, Congo and Burundi. Using a protection of human rights framework, DRC has mainly focused its operations on Somalis who are displaced by conflict. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. There are also non-operational region wide initiatives focusing on advocacy and capacity building, which are supported from the Nairobi regional office. Currently there is over 500 DRC staff in the region and a combined annual programme portfolio amounting to about USD 80 million. 


Purpose 
The Regional Grants, Risk Management and Compliance Manager is responsible for supporting the production of high quality documentation for donors; ensuring access to contract information with a particular emphasis on the grant management system information; ensuring implementation of systems and procedures that are in compliance with donor regulations; facilitating and advising staff on donor rules and regulations within DRC framework. 

Responsibilities  
Grants  Management 
  • Supervise the maintenance and regular update the DRC Dynamics, providing training to all the country office grant managers on all aspects of the database, and ensuring the overall integrity of information on the database;  
  • Regular tracking of Request for proposals (RFAs), solicitations and proposal opportunities globally and within the region for submission to the Deputy Regional Director and DDG Regional Head of Programmes and the Country Directors (CDs) for review on relevance and strategic positioning to the East Africa & Great Lakes programming.  
  • In consultation with the DRD, support in the review of project proposals and budgets to ensure all donor requirements, and DRC administrative and legal information is incorporated therein;  
  • Keep track on and coordinate donor reporting schedule and requirements, as stipulated in the various donor contracts, through the preparation of the Rolling action plan ensuring all relevant staff are aware of their obligations;  
  • Oversee the preparation and dissemination of quality reports responsive to not only original proposal and donor requirements, but also consistent in terms of narrative and financial information;  
  • Lead on donor contract review and negotiation prior to sign off, giving guidance to SMT on potential compliance, disbursement and co-funding complications;  
  • Support the Country offices in facilitating project kick off meetings to ensure all key staff are aware of their programmatic, financial and compliance requirements;  
  • Participate in the Country programme quarterly meetings to review all the project portfolios with regards to output, expenditures and compliance;  
  • In coordination with relevant staff, design, maintain and inform internal procedures, systems and tools to facilitate DRC compliance with contractual obligations to donors;  
  • Support in the preparation of Implementing Partners sub agreements, ensuring all Implementing Partners are informed, and implement DRC and donor requirements, by regularly updating them and carrying out periodic reviews;  
  • Liaison with Donors on matters related to grant management;  
  • Take lead as CHS focal point for the East Africa and Great Lakes  

Risk Management and Compliance oversight 
  • Ensure overall integrity of performance within the Grants and Compliance Management team.  
  • Ensure adequate training and standards are maintained on Risk Management Framework and donor regulations  
  • Ensure periodic compliance reviews and Compliance Self Check are carried out as required 
  • Support and influence a culture to incorporate best practice of risk management and control activities 

Counter Fraud and Safeguarding oversight  
  • Ensure consistent approach and Regional communication on Risk Management Policy and Updates related to Code of Conduct and Anti-Corruption Policy. 
  • Support Counter fraud specialist to plan and ensure Training of Trainers to enhance awareness on Code of Conduct and SEA standards and reporting 
  • Ensure relevant training is delivered periodically to build the pool of trained investigators and to have cases promptly managed.  
  • Ensure consistent practice and commitment to Safeguarding across the different field offices 
  • Ensure Safeguarding investigation protocols are performed to a high standard and consistently 
  • Ensure high-quality reports to managers at all levels. 
  • Ensure Countries IC are set up and TOR clearly communicated to members and members formally registered 

Reporting 
The Regional Grants, Compliance and Risk Management Manager will report to Regional Head of Support Services

Requirements 
Experience and technical competencies 
  • Post-graduate degree from a recognized University in Social Science, International or Development studies or related areas
  • Demonstrated experience working with International NGO’s or UN agencies. Minimum of 5 years of INGO experience at senior level.  
  • Ability to work rapidly with staff on in the field directly and HQ staff remotely in writing and where necessary revising proposals.  
  • Capacity to work in a multi-sector team, including coordinating technical input into proposals  
  • Familiarity with requirements of key humanitarian donors and capacity to work in a multi-donor environment, including DANIDA, EU/ECHO, OFDA, DFID, CHF among others.  
  • Good relief and development programing skills, including capacity to prepare logical, coherent and consistent documents including log frames.  
  • Excellent written and well developed oral communication skills.  
  • Well planned and organized and has a capacity for initiative and decision making with competent analytical and problem solving skills.  
  • Knowledge of DRC policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct. Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.  
  • Audit experience and knowledgeable of best practices on improving internal control environment and counter fraud. 

Languages 
  • Fluent written and verbal communication skills in English and French 
Conditions 
Contract: contract ending 31 December 2019, with possibility of extension, subject to funding and Performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment for national staff conditions in the respective Country. This position is under Employment band M.F level 1  

Availability: June 2019 

Duty station: Position to be based in either of the following locations; Nairobi, Goma, Djibouti, Kampala with frequent travel within East Africa and Great Lakes Region.
