Project Overview
ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.
ACHIEVE has been funded by USAID in Tanzania to implement a four-year activity which aims (1) to improve national- and community-level social welfare systems in order to sustain support for orphans and vulnerable children (OVC) and families affected by HIV; (2) to deliver high-quality services to OVC in assigned regions; and (3) to strengthen the capacity of local organizations to deliver OVC services. ACHIEVE began activities in Tanzania in October 2020.
Position Purpose:
The Health and Community Systems Strengthening (HCSS) Advisor, reporting to the Systems Strengthening Technical Director, and located in Dodoma, Tanzania, will support the project’s activities under strategic objective one and three with the focuses on supporting the government of Tanzania to strengthening the health and social welfare system to address the needs of orphans and vulnerable children including those infected and affected by HIV. The overall objective of this position is to support coordination of activities for OVC under the departments of Social Welfare, Community Development and the Community-based Health program, among PORALG and MOHCDGEC.
Key Responsibilities:
The HCSS Advisor will support the following:
Technical
- Provide technical leadership for community social welfare and health activities related to capacity development activities, including the provision of technical assistance, coaching, and mentoring at national, regional, and council levels.
- Provide and/or facilitate the project’s technical assistance to PO-RALG, MoHCDGEC-HPS, and other project stakeholders to plan and implement activities related to Community-Based Health program.
- Work in collaboration with PO-RALG and MoHCDGEC/DSW to revive, organize, and convene quarterly National and regional MVC technical program review meetings to improve coordination among MVC partners.
- Through MOHCDGEC and PORALG, strengthen coordination and capacities of Community structures including MACs, VAWC, and Community based volunteers (CHW, CCW).
- Work with MOHCDGEC-HPS to support rollout and operationalization of the new CBHP guideline at regional and LGA level.
- Coordinate with ACHIEVE’s service delivery, CSOs capacity development, and M&E teams and with other system strengthening advisors to ensure all regional and LGA activities are well coordinated, including involvement of other partners and stakeholders to facilitate proper utilization of resources, to facilitate delivery of high-quality services to OVC.
- Work closely with Kizazi Kipya Project up to December 2021, to ensure non interruption of services to beneficiaries to the ACHIEVE project in year two
- Coordinate with other ACHIEVE and Pact personnel to provide technical support to the newly awarded local partners for the next generation project.
- Provide technical support and training to regions and Councils and participate in appropriate planning with respective ministries.
Program Management
- Lead the monthly, quarterly, and annual planning, monitoring, and reporting for all MVC and CBHP related activities.
- Coordinate to ensure the documentation and dissemination of best practices and lessons learned, capture timely, high quality information and utilize data to inform decisions and foster learning and innovation.
- Monitor and maintain relevant manuals, training materials, and reports for Community and health linkage activities
- Work with ACHIEVE’s Gender Advisor to ensure all community and Health activities are gender-sensitive and promote equitable programming.
- Identify emerging areas of challenge and participate in the modification of program approaches and/or materials to meet those needs.
- Ensure that program information is accurately and promptly communicated from and to the field.
- Regularly travel to project districts to provide health and community linkage technical support and mentorship for project counterparts.
- Contribute to work plans, quarterly and annual reports, and other reports and papers summarizing project results and evidence.
- Any other duties as assigned.
Minimum Education and Experience Requirements
- Masters’ degree in public health, public administration, social work, business administration, finance, or a related field.
- Minimum of 8 years of experience working in the social welfare/social services and health sectors in Tanzania, including at least 5 years in a senior-level position.
- Demonstrated experience designing and implementing health, education, or social welfare system strengthening interventions in the areas of budgeting, financial management, policy development, coordination and management, capacity building or planning.
- Understanding of the Tanzania Health Sector HIV/AIDS epidemic response strategies, country structures for the provision of HIV services, and PEPFAR goals in Tanzania, with preference for experience in programming for children and families impacted by HIV.
- Extensive experience strengthening the capacity of Tanzania GOT counterparts at all levels.
- Demonstrated ability to build and maintain relationships with senior-level colleagues, government agencies, NGOs, other cooperating agencies and donor organizations; and successfully bring together diverse groups of partners to achieve project goals.
- Excellent organizational, analytical, oral and written communication skills with the ability to conduct business in English and Swahili.
Preferred Qualifications
- Prior experience on US Government funded or other donor-funded programs supporting strengthening of social services systems in Tanzania.
- Prior experience providing technical assistance to government agencies in developing and strengthening social welfare or human resources for health systems in Tanzania.
- Demonstrated experience in the design and work with community and health structures such as MACS, PLHIV clusters, CHW in Tanzania.
