*The recruitment process for National Officer positions is subject to specific local recruitment and eligibility criteria. The ILO may offer a contract to persons who are Tanzanian.
Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A special short-term contract of four months will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 74,865,000 (Tanzanian Shilling) yearly.

Introduction
Effective labour migration governance which fosters development benefits for migrants as well as the countries of destination and origin remains a global challenge, particularly in Africa. In most countries in Africa, as elsewhere in the world, migrant workers may not be entitled to the same benefits as nationals. Social security is a basic human right enshrined in major international instruments. However, migrant workers are often prevented from obtaining coverage from social security schemes due to their particular circumstances, especially the length of their periods of employment and residence, their status as non-nationals, as well as their immigrant status.

They risk the loss of entitlement to social security benefits in their country of origin due to their absence, and may at the same time encounter restrictive conditions under the social security system of the host country. Although these barriers to social security coverage are faced to varying degrees by migrant workers worldwide, they are especially acute for African migrant workers in Africa. In addition, female migration, counting for almost half of the migration flows in Africa, faces specific vulnerabilities and higher risks of abuse and human trafficking.

To enhance migration governance in Africa and protection of migrant workers, the ILO is implementing the project: Extending access to social protection and portability of benefits to migrant workers and their families in selected RECs in Africa (SP4MW project). The project is part of the AUC/ILO/IOM/ECA Joint Labour Migration Programme (JLMP) for Africa, a comprehensive programme on labour migration governance and designed to leverage migration for development and regional integration.

This position will work specifically on the implementation of EAC component of the project. S/He will be based in Arusha, within the EAC Secretariat offices, Department of Labour and Immigration under Social Sectors Directorate. The National Project Officer will assist in the implementation of the EAC Road Map towards the Revision and finalization of the Draft Council Directive on the Coordination of Social Security Benefits within the Common Market Protocol adopted by EAC social security experts in June 2018. Moreover, s/he will also assist in the overall delivery of EAC component outputs: (1) Support studies and desk research, including actuarial and financial assessments, of the implications of an EAC multilateral social protection instrument. The studies will inform the revision and finalization of the draft EAC Council Directive on the Coordination of social Security benefits; (2) Facilitate regional dialogues and consultations on social security coordination and portability of benefits towards the revision and finalization of the Draft EAC Council Directive on the Coordination of social Security benefits within the EAC Common Market; and (3) Provision of legal and actuarial advisory services to EAC Partner States in support of coordination of social security and the portability of social security benefits.

Reporting lines:
Under the overall responsibility of the Director, ILO Country Office for United Republic of Tanzania, Burundi, Kenya, Rwanda and Uganda, the National Project Officer will report to the Project Manager based in Addis Ababa, and will receive technical guidance, support and work in close collaboration with the EAC Principal Labour and Employment Officer based in Arusha and Project Technical Officer based in Dar es Salaam.

Description of Duties
Contribute to the effective implementation of the project, in particular the EAC component, through timely provision of technical inputs, effective backstopping and follow up, timely and efficient delivery of outputs, and monitoring and reviews of the project activities;
Coordination of meetings, studies and drafting of reports on the implementation of the milestones contained the Roadmap of the SP4MW Project;
Drafting of background papers, concept notes and process documentation for scheduled meetings. Actively contribute to the planning, organization and delivery of seminars, workshops, training and meetings;
Draft/provide inputs to ToRs, contracts, training materials, technical reports and other project documents. Backstop studies and research activities of the project, as required. Draft required progress reports and ad hoc reports on the status of project implementation as per work plan and Road Map;
Develop proposals for review and coordination of Partner States’ policies and laws in the context of International Labour standards and the Protocol for the EAC Common Market Protocol on issues pertinent to social security;
Provide support to the initiatives on social security and labour migration under the framework of the EAC- ILO Decent Work Programme and MoU between EAC and ILO;
Maintain close cooperation and coordination with the EAC, government departments, employers' and workers' organizations, namely EATUC and EAEO, social security institutions and associations including ECASSA in the planning and effective implementation of activities under the project.
Contribute to communication, information and knowledge management of activities under the project.
Preparation of funding proposals to support implementation of the project activities; and
Perform other duties as assigned by the Project Manager.

Required qualifications 
Education
First level university degree in economics, social sciences, law, political science, migration studies or related field.

Experience
One or two years of experience in project management and implementation. Experience in social protection and/or migration and EAC regional integration matters is strongly desired.

Languages
Excellent command of English. A good knowledge of the local language(s) is desirable.

Competencies
Good knowledge of key development issues and trends in the Africa and in particular EAC sub-region, including social protection and labour migration.
Good understanding of the labour and human rights based approaches to social protection and migration.
Good knowledge of the workings of Regional Economic Communities (RECs) in Africa.
Ability to establish and maintain systems for effective project implementation, reporting and evaluation.
Good knowledge of programming and budgeting. Demonstrated ability to effectively support the implementation of technical co-operation projects in an international organization.
Ability to understand and effectively work with Government, workers and employers organizations, non-government organizations and UN agencies.
Strong drafting skills and the ability to communicate effectively both orally and in writing in English.
Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office.
Excellent analytical skills. Ability to contribute to research and policy oriented activities and reports.
Good planning and organizational skills. Ability to work on own initiative, with minimum supervision, as well as a team member. Good interpersonal relations.
