Job Title: Consultant (Workplace HIV Male Engagement)
SHOPS Plus is USAID’s flagship initiative in private sector health. The primary goal of the project is to improve health outcomes and contribute to the achievement of major global efforts, especially Ending Preventable Child and Maternal Deaths, AIDS-free Generation, and FP2020. SHOPS Plus Tanzania aims to increase the use of priority health services for family planning (FP), HIV, and malaria by strengthening the capacity of the private sector to provide quality health products and services, improving the enabling environment for private sector provision of health products and services, and improving ownership of total market approaches within Tanzanian institutions.

In alignment with Tanzania’s National Workplace Policy on HIV and AIDS and the HIV and AIDS Prevention and Control Act of 2008, the latter of which mandates that employers offer HIV programs to their employees, SHOPS Plus will design and implement workplace HIV intervention pilot(s) targeting male employees in collaboration with select corporate partners. Prior to designing and implementing said pilot(s), SHOPS Plus will conduct formative qualitative research with corporate partner employees to inform intervention design and ensure they reflect the end-users perspectives and preferences.
The consultant will be tasked with:
1) Designing and overseeing implementation of 1-2 HIV workplace pilot interventions targeting male employees.

a. The consultant will design pilot(s) in collaboration with SHOPS Plus staff, corporate partners, USAID/Tanzania, key stakeholders from the Tanzanian government, and private sector clinical HIV partners (i.e., Key Partners).
b. The consultant will design pilot(s) based on best practices as identified in literature, formative qualitative research findings, and feasibility/operational limitations.
c. The consultant will work closely with the SHOPS Plus field team in Dar es Salaam and the home office in Rockville, Maryland (USA) and the research subcontractor.
Read Also: The consultant will assist in the following duties:
· Help to finalize agreements and guidelines with selected corporate partners, if not yet completed.
· Conduct key informant interviews (KIIs) with management personnel from each selected corporate partner to better gauge feasibility of potential HIV workplace models and inform ongoing formative research.
· Liaise with management personnel from each selected corporate partners on an ongoing basis including 1) facilitating collaboration between the corporate partners and the research subcontractor and 2) filling ad-hoc needs and communications, as requested.
· Provide input on formative research focus group discussion (FGD) guides.
· Participate in mid-data collection debrief to reflect on emergent themes and adapt FGD guides as necessary.
· In collaboration with Key Partners: Use research findings to design feasible, acceptable, compliant, and useful HIV intervention pilot(s) targeting male employees in the selected workplaces.
o This work will include conducting KIIs with stakeholders from 1) workplaces with operating HIV programs, 2) mobile HIV testing/counselling units or other non-traditional models, 3) private HIV facilities, 4) implementing partners active in the HIV workplace intervention space, and 5) Ministry of Health offices
· Once pilot design is finalized, oversee pilot(s) implementation in selected workplaces in collaboration with aforementioned Key Partners.
Deliverables for this include:
· Typed notes and key findings from KIIs with stakeholders from 1) workplaces with operating HIV programs, 2) mobile HIV testing/counselling units or other non-traditional models, 3) private HIV facilities, 4) implementing partners active in the HIV workplace intervention space, and 5) Ministry of Health offices
· Memo from mid-data collection debrief summarizing early findings that will inform the direction of the pilot design
· Draft pilot(s) design
· Finalized pilot(s) design
· Implementation Plan (IP) for pilot(s)—include details on how the pilot will be operationalized; specify each partner’s role; include Gantt chart
· Report that provides early pilot implementation progress including how implementation has deviated from the IP, challenges encountered, solutions implemented, and lessons learned.
· Routine email, telephone, or in-person progress updates, or as requested
Travel
· Corporate workplace partners will be selected prior to the consultant’s onboarding and may include cement companies, mining companies, security companies, or transportation associations. Companies may be in distinct locations within Tanzania (e.g., Mwanza, Mtwara) requiring the consultant to travel.
Level of Effort: 20 days
