Terms of Reference for the Development and Compilation of Supplemental Materials for the Social Welfare Workforce on GBV and AFSRH
Introduction
CHSSP is a five-year USAID/PEPFAR funded project led by JSI Research & Training Institute, Inc (Nafasi za kazi JSI) and implemented in partnership with World Education Inc./Bantwana. CHSSP seeks to improve the health, well-being, and protection outcomes for HIV affected and other most vulnerable populations through strengthened linkages between the health and social welfare sectors.
Rationale for the Materials
CHSSP has supported MoHCDGEC and PO-RALG to develop a harmonized, standardized system called the National Integrated Case Management System (NICMS). Rather than developing a new or parallel system, the NICMS developed by Ajira mpya CHSSP complements Tanzania’s national policies and legal frameworks so that it can be used by existing community structures (VAWCCs and CCWs) with strong linkages with community and clinical HIV service providers.
The referral and linkages system strengthens the existing National Protection and Welfare Systems, as well as improves the efficiency and functioning of community structures by empowering them to triage cases at the community level, providing the services they are capable of and referring to other community or clinical structures for additional needed services. The system also ensures that children, adolescent girls and young women who are victims of sexual abuse and violence access the full range of protection, social welfare and health services.
Operationalizing the system is a network of community case workers who have been trained using a comprehensive package of materials that aids in the identification, referral and follow up of cases. However, this comprehensive package lacks guidance on how to identify, refer, and follow up cases of gender based violence and HIV (GBV/HIV) and of adolescents engaging in risky sexual behavior.
Adolescent Friendly Sexual Reproductive Health (AFSRH) and GBV support services are key for reaching Adolescent Girls and Young Women (AGYW) with the Comprehensive case management services.
To address these gaps, CHSSP in collaboration with the Government (MOCDGEC and PORALG) and other relevant Stakeholders, is planning to develop supplemental materials covering GBV/HIV and AFSRH which are missing in the current NICMS training package. The improved training package will be used to equip the community case workers with additional skills and knowledge on how to better work with AGYW and MVC households.
Read Also: The process of developing these materials will involve engagement of the consultant who will work with the technical task force and stakeholders under MoHCDGEC, PO-RALG and other implementing partners in developing the materials. The final materials will be translated in Kiswahili and once approved; copies will be printed and disseminated to CCWs and District Master Trainers (DMTs) in 106 councils.
